British American Tobacco Company has been for years past in almat daily communication with this legation either directly or indirectly. It appears to me desirable that a firm whose business has been built up and is now maintained by so larze a measur of diplomatic support should have a Pritish subject as its responsible head in China. I have always found American principals of this company entirely reasonable and satisfactory to deal with and my comment is based solely on principle and not on personality.
I know no other bona fide company to which serious inconvenience is likely to ensue but reasonable time should be allowed to such companies for re- adjustment. The most solid British opinion in China regards order as a reasonable meastire.
